NATIONAL ACTORS

Nationally, the ecosystem level of attracting and retaining international talent is coordinated by the Ministry of Economic Affairs and Employment and the Ministry of Education and Culture. This refers to managing the big picture and coordinating cooperation between the ministries and other participants. The Talent Boost participants that operate at the national and operational level in addition to the ministries strengthen and facilitate cooperation between the national and regional participants.

Business Finland

Business Finland is in charge of the national-level coordination of the services aimed at companies. Business Finland coordinates and develops the FinlandWorks country brand for attracting international talent and is responsible for international communications targeted at skilled mi-grants. 

Business Finland also carries out campaigns and communications activities targeted at international talent abroad and issues statements on residence permit applications by growth entrepreneurs. Business Finland grants Talent Explorer funding for the hiring of international talent. Business Finland is also responsible for the Work in Finland and Jobs in Finland websites. The Work in Finland team under Business Finland also organises events for the Talent Boost network to support the sharing of information, expertise and proven practices.

EURES

EURES helps companies and employers find international talent in Europe. The EURES service consists of needs assessment and the start of recruitment, support for the employer throughout the recruitment process, and information and guidance for the person being recruited from out-side Finland. Recruitment can be selectively targeted at specific countries whose own EURES net-work supports the process. The EURES portal and national employment sites are also available for the marketing of individual jobs. The EURES network includes 1,000 EURES experts in the EU/EEA countries. The Finnish National Agency for Education

The Finnish National Agency for Education offers services and information to people interested in studying in Finland and provides advice to individuals, educational institutions, higher education institutions and other parties on issues related to the recognition of foreign qualifications.

The Finnish National Agency for Education maintains the Studyinfo portal.  Finnish educational institutions and higher education institutions maintain information on the courses they offer on the portal. All applications to degree programmes are also submitted via the Opintopolku.fi service. 

The Study in Finland service maintained and developed by the Finnish National Agency for Education is targeted especially at international students who are interested in studying in Finland. It provides information on education options, scholarship and grant opportunities, and studying and life in Finland in general. The Finnish National Agency for Education also supports international cooperation by higher education institutions through various funding programmes.

The Ministries

The Ministry of Economic Affairs and Employment and the Ministry of Education and Culture coordinate the Talent Boost programme at the strategic level. The Permanent Secretaries of the two ministries serve as the chairpersons of the Talent Boost steering group. The activities of the working group on attracting and retaining international talent, which supports the work of the steering group, are coordinated in cooperation between the two ministries.  

The Uusimaa Employment and Economic Development Office (TE Office), the Pohjois-Savo Centre for Economic Development, Transport and the Environment (ELY Centre) and the Development and Administration centre for ELY Centres and TE Offices are responsible for the development of the TE Administration’s national services concerning international recruitment.
